The State of New Hampshire, Department of Health and Human Services, Division of Public Health Services has a full time vacancy for Microbiologist V.

SUMMARY:
Administers scientific services in the area of virology and special testing with responsibility for managing various levels and scientific specialties of microbiologists and laboratory specialists, planning and policy development, and providing technical consultation to public health and medical partners. 

RESPONSIBILITIES:
Provides technical and administrative direction to approximately fifteen scientists, including subordinate managers, who are specialists in varied technical areas.  Conducts performance evaluations and takes responsibility for hiring and disciplinary proceedings.  

Formulates and influences improvement of public health policies through linkages and networking with the public health and healthcare communities.  Promotes partnerships with hospitals, physicians, and laboratories in the state.  Shares public health vision and leads change efforts where needed.  Encourage physicians and laboratories to utilize appropriate policies and procedures to support public health protection efforts.

Collaborates in developing a strategic plan for the Public Health Laboratories. Develops long and short term organizational goals and objectives in the area of virology and special testing affecting statewide policies and procedures. Provides information to programs for use throughout the department and throughout the state.

Advances the Department’s mission, goals and objectives by consulting on virology & special testing issues during outbreaks and other public health emergencies as well as for routine education of community partners.  Must maintain up-to-date knowledge of newly emerging pathogens and health threats, and advances in technology, and have broad general knowledge of trends in public health.  

Assures robust quality-assured operations that result in accurate diagnostic data used to protect the public health.  Identifies problems and implements resolutions.  Demonstrates process improvement skills.  Trains staff in various settings to provide support for public health endeavors.

Investigates and evaluates scientific methodologies in order to improve existing laboratory methods and develop new or better procedures.  Oversees highly intricate and sensitive virological, immunological, and special testing procedures.  

Prepares and presents lectures and seminars in virology and immunology.  Prepares, or directs the preparation of, special and periodic reports on virology, immunology, and administrative issues.

Searches for sources of funding and writes grant applications and periodic reports to assure adequate monies for virology.  Assures compliance with grant parameters. Manages section budget to assure fiscal stability.

Develops outreach strategies to market PHL services as a mechanism for improving the public health of NH residents.  Develops and implements new business opportunities.

Acts as Laboratory Director when called upon.  Must be prepared to work outside normal working hours during public health incidents.

Prepares instrument purchases and service contracts for program.


MINIMUM QUALIFICATIONS: 

Education:  Master's degree from a recognized college or university with a minimum of thirty-six (36) credits in the field of microbiology, medical technology, the biological sciences, the health sciences, or the health professions. Doctorate degree preferred. Each additional year of approved formal education may be substituted for one year of required work experience. Professional certification in the specialty of microbiology may be substituted for one year of required work experience. 

Experience: Eight years’ experience in a microbiological, clinical or public health laboratory, with three years in a supervisory or administrative level position.  

License/Certification: Must be eligible to hold a New Hampshire driver's license and have access to transportation for use in statewide travel. Applicants must meet certification requirements of the Centers for Medicare and Medicaid Services for Clinical Laboratory Personnel (CLIA '88) as a Technical Supervisor in Microbiology.

SPECIAL REQUIREMENTS:  Willingness to undergo tests or immunization for communicable diseases periodically as necessary. Excellent oral and written communication skills are required.  Strong skills in working with people are required. Ability to interact effectively with individuals representing a variety of scientific specialists must be demonstrated.  Troubleshooting and process improvement skills required.  Extensive up-to-date knowledge of clinical microbiology required.  Knowledge of fiscal management required. Must undergo FBI background check for security clearance to work with select agents.
