Description

Job Description and Duties

The Public Health Medical Administrator I (PHMAI) acting as the Public Health Medical Administrator, will ensure that the Public Health Medical Training Program & Laboratory Animal Services Section, Bioscientific & Technical Support Services Section and all CLS programs monitor, account for and report on program operations, expenditures and outcomes while fulfilling program missions and mandates. This position will provide support and leadership in developing and maintaining well-trained, diverse, competent, and effective staff, and set performance and outcome measures for managers and supervisors. Plan, organize, and direct major statewide public health medical and CLS laboratory programs; develop general program policy with a major emphasis on the medical aspects and health issues of the program; plan, oversee, and is responsible for comprehensive studies of major health problems and programs; develops statewide standards impacting counties and local medical services; coordinates various programs at Federal, State, and local levels. These programs are sensitive, highly visible programs characterized by significant public interest and/or controversy and requiring high level medical expertise in addition to general managerial skills.

The incumbent works under the guidance of the Deputy Director, Office of State Public Health Laboratory Director, Center for Laboratory Sciences.

The Center for Laboratory Sciences (CLS) is based on the Richmond Campus which employs more than 1,200 people. The Richmond Campus is a flat, 29-acre property located in Richmond's Marina Bay. The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS works to bring together emerging scientific capabilities in testing, analytics, and communications reflecting a new level of coordination, support, and leadership for the public health laboratory system at the state, local and national level. In addition, the Center relies on a continuous improvement infrastructure as a core value in developing solutions that emphasize a culture of quality and performance through performance management success.
