Primary Purpose:

Responsible for managing and performing all aspects of recruitment, managing and delegating to a staff of three, benefits administration, and employee relations. Will work with COO and I/T to streamline and automate processes; will be adept at utilizing resources and technology to complete assignments. Create, implement, and train staff in policies and procedures. Oversee centralized training programs and implement and manage automated scheduling systems. Manage employee relations and performance counseling processes, Worker’s Compensation, investigations, and light duty, and unemployment insurance and claims. This position will function according to the policies established by the CCARC, Inc. Board of Directors.

Essential Functions:
• Proactively manage agency staffing to minimize number and duration of vacancies, reduce overtime expenses, and maintain high staffing levels.
• Actively recruit qualified applicants for all positions within the agency through innovative and creative means, as well as traditional postings methods. Manage referral and screening protocols.
• Implement and manage centralized training and scheduling systems.
• Complete and maintain all necessary correspondence and documentation of the employment process i.e.: offer letters, rejection letters, personnel file set up and/or updating, tracking systems, etc.
• Remain abreast of the State of Connecticut and Federal labor laws regarding employment. Be informed of CCARC’s Equal Opportunity Employment and Affirmative Action policy and raise any concerns regarding compliance with the Chief Executive Officer.
• Maintain confidentiality of all personnel related files, documents, and information.
• Oversee employee benefits programs, ensuring that CCARC remains competitive and manages cost.
• Supervise Human Resources Assistants/Receptionist and ensure the efficient operation of clerical and reception duties.
• Chairperson of the Human Resources and Diversity, Equity & Inclusion Committees
• Complete government required filings as assigned including DOL, ISHA 300, Covid vaccination and testing, and 1095’s.
• Keep the Chief Executive Officer informed of any changes or deviations from current established procedures or need for modifications concerning any of the above areas of operation and activity.
• Attend all required agency staff meetings and Senior Management Meetings.

Other Related Responsibilities:
• Cooperatively work with agency’s managers and directors to address employment needs
• Provide information/assistance to employees on human resource issues.
• Cooperative, versatile team member who aids other areas of the department as requested.

Education and/or Work Experience Requirements:

• Bachelor of Science/Arts Degree in a related field, Relevant experience may be considered in lieu of degree
• Minimum of three years’ experience in Human Resource functions including recruiting.
Experience with people with disabilities preferred. PHR or SPHR certification or willing to obtain.
• Must have valid Driver's License, be insurable with Agency carrier.
• Strong verbal and written communication and negotiation skills.
• Experience/training in interviewing skills
• Knowledge of state and federal labor laws.
• In-depth knowledge of health and wellbeing benefit plans, ACA, HIPAA, COBRA, FMLA, ERISA, 401(k) and applicable regulations required.
• Facilitates resolution of personnel problems/issues that arise and advise management on disciplinary action. Communicates personnel matters with the Senior Staff as necessary
• Proficient in Microsoft Office (Access, Excel, Word, PowerPoint, SharePoint)
• Proficient in use of HRIS systems - ADP/HRB
